- updated weather 3 app to v0.13

- changed the ril to the one from latest gb leak for bravo - this should work for everyone with latest radios

- lockscreen improved thanks snq- no more squares @ icons  - works as it would work on Sensation

Bugs:

 - you don't have Voice in Settings, just tap voice search app and you should be fine

 - Weather Live Wallpaper is jerky!
